be a payment of the assessment due under the provisions of this Ordinance.

17. (1) No prosecution for any offence against the provisions of this Ordinance shall be initiated except by the Commissioner or by an officer authorised by him in that behalf.

(2) Every fine imposed by virtue of this Ordinance shall be paid to the Commissioner and shall become part of the Employers Liability Fund.

NOTE The question of the Committee having power to compound

certain offences under this Ordinance is for consideration.
